I ended up finding it by using the Table of Contents and going to Chapter 8 titles "Soil and Earthwork Formulas" and just flipping through it. Haha, I would have never found Phase Diagrams based on that title. Turns out it is in the section titles "Relationship of Weights and Volumes in Soils". For example, I was looking for Phase Diagrams originally but could not find it. It's written like I used to prepare my test notes which is with just enough description of the equation and a definition for each component of the equation. I was disappointed not to see the phase diagram but maybe I have missed it. This book has a lot of common use formulas. It takes a collection of good books and this should be one of them.
